The parade begins at 1 pm, so that means circulators should be there no later than 10 am to collect signatures from the crowd as they line up along the parade route and before the parade starts. Once the parade starts, it gets too noisy and parade watchers are watching the parade. Work the crowd throughout the parade and after as people leave. A big event!
