In 2018 the Detroit St Patrick's Day Parade is NOT on St Patrick's day, but rather on Sunday, March 11. The parade begins at 12:30, so people gather long before that and line the streets, and vendors sell and get ready. It's BEFORE the start of the parade that is the best time for collecting signatures. Once the parade starts, you can still collect but the noise gets much louder. After the parade as people leave for their cars is also a good time. Stay for the whole thing or come just for the morning.
